Bill Owens was obsessed with music from an early age and set his sights on building
a career as a country songwriter and performer. He shared that dream with both his
siblings and many other members of his extended family, including his young niece,
Dolly Parton. Bill acted as Dolly’s first manager and helped the 10-year-old to secure
his first professional gigs as an entertainer.

In 1964, both Bill and Dolly moved to Nashville, where they found success as
songwriters and performers. As Dolly’s career began to take off, Bill continued his
career as a songwriter while also producing records for other artists. In the mid-
1970s, Bill returned to East Tennessee and opened Bill Owens’ Smoky Mountain
Music Barn, one of the first musical theaters in Pigeon Forge.

The songs contained on Dreams Do Come True were recorded in the early 1990s in
Nashville when Bill was featured and beloved performer at Dollywood. Of special
note is the duet he shares with Dolly on “Put It Off Until Tomorrow” a song they co-
wrote in 1965 which became their first chart success after country singer Bill Phillips
scored a top ten hit with his version, winning Bill and Dolly the BMI Award for Country
Song of the Year for 1966.

Bill Owens passed away in 2021 at age of 85, but his legacy as singer, songwriter,
guitarist, record producer, and musical mentor continues to reverberate through the
hills of East Tennessee and new generations of the Owens and Parton family.
